You should wield tcpdump on the network device over which the packets
leave the computer (eth0) and carefully examine its output.

If you left the port number unchanged, look for UDP packets on port
655.  Then check if they reach the other end.

If they don't you might have a firewall that filters them out, or if
they do reach the other end, then maybe your ethertap device is not
configured properly (tap0's MAC address should be fe:fd:00:00:00:00
from 1.0pre3 on).
