Watchdog for Tinc daemon

If tinc dies, then please send any logs it produced before the crash or fatal
error, and if possible run "ulimit -c unlimited" and then "tincd -n <netname>
-d5 -D", so that tinc logs everything and will dump a core when it crashes. The
latter can be used to investigate what caused the crash.
