No. If it compiles without it, it's fine. I think it used to be a dependency of
openssl.

Packages that came with your distribution will install themselves in /etc,
/var, /usr/bin etc, but it is custom to install packages not managed by the
distribution inside /usr/local. If you compile tinc yourself the manpages and
info file will contain the correct pathnames.
