You also need to make sure TCP on port 655 is forwarded.

To the NIC's address.

You also have to make sure Windows itself bridges packets between the
NIC and the VPN adapter. I don't know on top of my head how you do it in
Windows 2000, but in Windows XP you can select both the NIC and the VPN
adapter, and then you can bridge them together.

When you are bridging, you can use the same address on the NIC as on the
VPN adapter.
