[Announcement] Tinc versions 1.0.32 and 1.1pre15 released

Thanks for the update!

I've been testing Tinc 1.1pre14 for a while in linux and windows, and it's
working very well. But I'm having some trouble with Windows machines
(mostly Win8 and Win10) when resuming from suspended state or hibernation
the tinc daemon just stop responding. I have to shut down the process and
start it back up to be able to connect to the VPN.

The first line on the 1.1pre15 release notes was: *Detect when the machine
is resuming from suspension or hibernation*. So I've downloaded and
installed the 1.1pre15 version over the previous install of 1.1pre14 in my
computer but I'm still having the same issue when resuming from suspended
state.

In case someone need to test it on docker, I updated my docker tinc
repository and added the 1.1pre15 tag. Here is the link
