It will still retry then, every MaxTimeout seconds. The timeout is reset
whenever a working connection is established.

However, you can tell a running tinc daemon to immediately retry
outgoing connections by sending it the ALRM signal (for example, by
using the command tincd -n <netname> -kALRM). Note that this doesn't
reset the timeout for those connections.
