Updating to Tinc 1.0.14 on Gentoo Linux

Yes, you open a bug at bugs.gentoo.org and attach your ebuild. Then somebody 
will hopefully pick it up and integrate it into portage.

(at least this was the way to do version bumps when I was using Gentoo)
