If you're using a TUN interface, then your question does not make sense
because a TUN device operates directly at layer 3 (IP) - there is no MAC
address to set in the first place.

If you're using a TAP interface (i.e. layer 2, Ethernet) combined with
router mode (an unusual setup, at least on Linux), then you should be able
to change the MAC address of the virtual device, but the exact procedure
depends on which OS you're using.

In any case, as Рысь pointed out, when tinc is configured in router mode
the MAC address (if any) has no meaning outside of the internal link
between the virtual network device and the local tinc daemon. Router mode
means the VPN is operating at layer 3, therefore tinc will strip any layer
2 header (including the MAC address) before sending the packet across the
VPN. As a result, changing the MAC address of the virtual interface will
have pretty much no effect when running in that mode.
