Hi,

6 months ago I had the same problems.

Before I discovered the duplicate entry's in 
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network\{4D36E972-E325-11CE-BFC1-08002BE10318} 
I found some other solution:

Go to Start, Settings, Network Connections, right-click on your TAP 
Adapter and choose disable. Wait a few seconds and re-enable it.

Now TINC works until the next reboot.

I had even a script written that disabled and re-enabled my TAP-Adapter 
and then started TINC.

Maybe this info helps someone to find the real source of the problem.
