If you can't bridge the VPN adapter to the LAN adapter, then only the
servers running tinc will be able to see each other's Netbios
broadcasts.

I am not an expert regarding Windows, so I have to say I wouldn't know.
It is probably best to ask a Windows admin who knows a lot about its
networking features.
