patch for tinc-0.3

Hi Hans,

I will put your script to keep tincd alive in a contrib directory on
the ftp server. It seems like a nice thingy to have.

Further, i rewrote add_queue() so that it doesn't use the prev
element, and the first tests show that this actually makes tinc
reliably stable... thanks very much for debugging!

About your suggestions w.r.t. the queue, I think it's not fair to have
the `stable' tinc check for packet lengths, it should work without
doing it. It may be a good idea to have this in the development tree
though.

I will prepare a 0.3.1, which will be available sometime soon. This
version will have all bugfixes since 0.3, no new features.
