Rate limiting can also be done outside of tinc. If you want to limit your
ingress on A, then on Linux you can use the limit module of iptables to limit
the amount of UDP packets you accept on port 655. You could also use iptables
or tc on the VPN interface.

Personally, this would be a very low priority feature. But if someone wants to
implement it in tinc, I wouldn't mind adding such functionality.
