No, the HUP signal will not restart tinc, it will reread tinc.conf,
create new connections if you added ConnectTo statements, and it will
close connections to hosts if you removed their host config file. For
some changes (like changing the Mode or the Name), a HUP is not enough,
you need to restart tinc completely then.
