Ah. But tinc should detect whether you run it from a shell, or if you
run it from a script or some other program, and it should only ask for
filenames if you run it from a shell. I don't know if it can detect it
correctly on Windows though, but you should try it out.

You should install MinGW, in comes with GCC. GCC is required for tinc.
If you have set up MinGW properly, you should be able to compile it the
same way you compile it under Linux.

Note that if you don't add Device = ... and Interface = ... to
tinc.conf, tinc will try to autodetect the TAP device, regardless of how
the user named it.
