If you have a static domain name for your dynamic IP (you can get those
at dyndns.org for example), you can use domain names instead of IP
addresses in the host configuration files. So instead of using "Address
= 1.2.3.4", you use "Address = mydomain.dyndns.org".

Or: if you have root on that server, just install tinc there too, and
let your other PCs connect to that server :).

Last option: everytime your IP changes (probably because your PPP
connection gets killed), generate a new host configuration file with the
new IP in it. Upload it to the server you mentioned (you don't even need
root). The other side should download the host config file from the
server at regular intervals.
